The term "National IV operating diesel trucks" in this plan refers to vehicles registered in this city and holding a Diesel trucks with a "Road Transport Certificate", as well as National IV emission standard operational diesel trucks registered with the city's transportation department (including light, medium and heavy-duty cargo diesel trucks and heavy-duty traction diesel trucks); "Elimination" refers to vehicles being scrapped or transferred out of the city; "light new energy trucks" refers to light-duty pure electric or hydrogen fuel cell trucks.

1. Overall idea

Implement the spirit of the fourth meeting of the Central Financial and Economic Committee, based on the new development stage, implement the "double carbon" strategic goal to help achieve the reduction of pollution and carbon dioxide in the whole society. Following the policy guidance of the previous round of environmental governance and clean development of trucks such as "New Energy Light Truck Operation Incentives", we will promote the premise of stably ensuring the supply of production and living materials in the capital. With the goal of green and low-carbon transformation of the road freight industry, we will accelerate the elimination and renewal of National IV diesel trucks in this city.

2. Implementation methods

In order to guide the green development and safe operation of freight industry households, and comprehensively considering the carrying capacity of the city's atmospheric environment, road traffic capacity and traffic safety situation, the following plan is formulated:

(1) Incentive measures

Freight transportation households that enjoy policy incentives must comply with the industry safety supervision requirements of the transportation management department, road traffic safety management requirements, and relevant regulations on urban freight pass management.

(2) Incentive scope

1. Vehicle owners applying for incentives should meet the following conditions:

First, a legal and valid "Road Transport Business Permit" must be obtained, and there are no abnormal industrial and commercial operations. The National IV operating diesel trucks under its name must have a valid "Road Transport Certificate".

2. National IV operating diesel trucks applying for incentives should meet the following conditions:

3. Light new energy trucks applying for incentives should meet the following conditions:

Third, safe operation monitoring data such as vehicle positioning data and driver monitoring images must be uploaded to the Beijing Smart Freight Integrated Service Platform (//bj.zhihuihuoyun.cn).

(3) Incentive application deadline

(4) Incentive application and review procedures

In the first step, after completing the phase-out procedures for National IV diesel trucks and the licensing procedures for new energy trucks, log in to the Beijing National IV diesel truck phase-out and update incentive platform (//gsyycy.cbeex.com .cn) fill in the relevant information.

The second step is to encourage the platform to conduct qualification and compliance reviews on the information related to enterprise qualifications, obsolete vehicles, and newly purchased new energy trucks reported by the business owners.

The third step is to upload the newly purchased vehicle positioning and intelligent video monitoring related data to the "Beijing Smart Freight Integrated Service Platform". Data access details and requirements will be formulated and released separately.

In the fourth step, the business owners bring the originals of relevant materials to the processing outlet, and the incentive platform conducts on-site review of the completeness and compliance of the materials submitted by the applying business owners.

In the fifth step, if the above conditions are met, the incentive platform will form a list of businesses and vehicles that meet the incentive requirements. After being submitted to the transportation authorities at the municipal and district levels for approval, the "Freight Pass" will be issued in accordance with the relevant procedures for urban freight passes in our city. 3. Organizational mechanism guarantee

The Municipal Transportation Commission coordinates and organizes the implementation of incentive policies for accelerating the elimination of operating diesel trucks operating under National IV emission standards and promoting the renewal of light new energy trucks in Beijing; and supervises and manages the relevant work carried out by the Beijing Green Exchange.

The Public Security Traffic Management Bureau of the Municipal Public Security Bureau is responsible for providing vehicle registration, scrapping and transfer-out registration information; strengthening road traffic safety management of vehicles holding urban freight passes, and increasing the number of vehicles without licenses that are prohibited from driving The intensity of investigation and punishment of behavior.

The Municipal Ecological Environment Bureau is responsible for verifying vehicleVehicle emission standard information.

The Municipal Commerce Bureau is responsible for strengthening the supervision and management of vehicle scrapping, dismantling and recycling.

The Municipal Urban Management Committee is responsible for accelerating the construction of energy replenishment facilities for new energy trucks.

The Municipal Affairs Bureau (Citizen Hotline Service Center) is responsible for paying attention to the information feedback from employees in the road freight industry and providing immediate explanations and responses in a unified manner.

Beijing Green Exchange is entrusted by the Municipal Transportation Commission to be responsible for the specific implementation of policies and regularly conducts policy effect evaluations.

4. Work requirements

First, freight operators must complete relevant work in strict accordance with the time nodes and ensure that the data and materials provided are authentic. Once the applicant is found to have committed fraud, false reports, failure to fulfill commitments, etc., once verified, the policy incentive will be terminated and the pass will be withdrawn. Included in the credit system assessment in accordance with the law. It is prohibited to defraud traffic incentives through illegal buying and selling of vehicles and certificates. Those who violate the law will be handed over to the relevant departments for processing in accordance with the law, and their qualifications to apply for incentive policies again will be cancelled.
