The upgrade and optimization of Hubei Province’s car replacement and renewal policy is mainly reflected in five aspects:
The first is to cancel the restriction on vehicle registration place. Passenger cars transferred by individual consumers under their own names will have Hubei license plates, newly purchased passenger cars will be registered within the province, and adjustments and optimization will be made without restrictions on registration locations.
The second is to cancel the restrictions on the use of newly purchased vehicles. Remove the restriction on newly purchased passenger cars being registered for non-operational use.
Third, subsidies can be enjoyed multiple times. Adjust "Each applicant can only enjoy one subsidy" to "Transfer an old passenger car and purchase a new passenger car and enjoy one subsidy". Qualified applicants can enjoy multiple subsidies.
Fourth, policy adjustments will be retroactive. For eligible individual consumers since the implementation of the policy on May 16, 2024, the adjusted and optimized subsidy policy will be implemented.
The fifth is to speed up the progress of subsidy review and payment. Each city and state will complete the disbursement of vehicle scrappage renewal and replacement renewal subsidies in batches at least every week, so that eligible consumers can obtain "real money" benefits as soon as possible.
The subsidy will be reviewed and distributed in the order in which applicants submit their applications, on a first-come, first-served basis. The subsidy funds will be used up or the policy implementation period ends. The same new car purchased by an individual consumer cannot apply for the car scrappage renewal subsidy and the replacement renewal subsidy repeatedly, and can only enjoy one of the subsidies.
